Cundy Street Quarter secures planning approval


Grosvenor Britain & Ireland has secured planning permission for the Cundy Street Quarter, a sustainable housing-led scheme in Belgravia designed by architects DSDHA.

  • Development to deliver 88 new affordable homes in Belgravia alongside senior living housing for up to 170 people and open market homes
  • Sustainable new buildings to deliver a 94% improvement in operational carbon vs existing buildings

The resolution to grant consent will enable the transformation of a closed-off site with no public amenities, dominated by car parking and unmodernised affordable housing into a handsome, open, low carbon part of Belgravia.

Grosvenor will replace five existing buildings with new housing including 88 affordable homes*, senior living housing for up to 170 people and 75 open market homes. These will be framed by new and improved green spaces and introduce a community hub, food store and cinema to the area.

The approval follows the deferral of the application in February 2021 to consider the impact of removing the top floor from the senior living building fronting Ebury Street.

After consultation with residents, Grosvenor submitted a revised proposal that met the request to reduce the impact on daylight and sunlight whilst also minimising the reduction in new intermediate rent homes for Westminster.

All affordable homes will be up to 50% larger than existing homes, cheaper to run, and have dedicated communal gardens and play spaces. Westminster City Council residents from Walden House also have a right to return to the new social rented homes on site, with the option to move just once should they choose.  These homes will be prioritised in the first phase of the development, expected to complete in 2026. The design revisions did not impact on the social rented housing offer.

GBI is working to a series of bold environmental goals including achieving net zero carbon, zero waste and a significant biodiversity gain on its London estate.  

The approval secures a £10m investment in new and existing public spaces including revitalising Ebury Square Gardens. 27,000 sq ft of green and blue roofs will enhance local biodiversity and help reduce water consumption by 45%.

In addition to the increase in green space, the scheme will result in a 94% reduction in operational carbon and a 55% reduction in total operational and embodied carbon, compared to what’s there today.
