North 40 Team submits final application for project’s Phase II ahead of Planning Commission meetings

The development team for North 40, led by Grosvenor, has submitted its final application to the Town of Los Gatos for Phase II of the prominent mixed-use project.  Phase II will deliver 450 homes, including 90 affordable units, along with a generous public gathering space desired by the community. The application, an updated version of the plan initially filed in April 2023, which incorporated extensive input from the Town of Los Gatos and the local community, launches the final stages of an approval process for Grosvenor and its affordable housing partner, Eden Housing.

Steve Buster, Senior Vice President of Development at Grosvenor, said: “We are excited to move forward with North 40 Phase II, which we believe delivers on all fronts and contributes significantly to the fabric of Los Gatos. Based on the housing needs of the Town and input from the broader community, we are proposing a project that conforms with the desired density the Town of Los Gatos outlined in their Housing Element, including affordable housing through our partnership with Eden Housing. The project also provides significant open space for the public. Importantly, North 40 Phase II helps Los Gatos implement its Housing Element goals and does so without utilizing Builder’s Remedy. We’ve spent the last three years listening to the community and are excited to deliver an application that incorporates so much feedback from such a diverse group of stakeholders. This collaborative approach has really enhanced the vision for the project.”

The development team has engaged with stakeholders and the community and met their desire to increase the number of housing units in the North 40 Phase II. Grosvenor increased the previous commitment of 200 residential units, which was shared with the Town during the Housing Element process, by an additional 251 units through the inclusion of a traditional multifamily building in the development program. North 40 Phase II delivers 90 units of affordable housing, including 23 provided by Grosvenor and 67 provided by Eden Housing.

The development team has actively engaged with the Los Gatos community over the last several years, including hosting community workshops, coffees, one-on-one meetings and sharing feedback on the project website. Stakeholders voiced their desire for a place to gather with retail and open space on the north side of town that felt accessible to all, and the current application provides a large open space for gatherings of all types and retail to support local residents and visitors to the North 40. Phase II is also designed to seamlessly integrate with the existing residential and approved retail on Phase I.

“Everyone is well aware of the current housing affordability crisis in California and we are proud to do our part to make housing more attainable for all, either through purchasing a home or renting. This phase of the project will add 451 homes to Los Gatos, in addition to the recently completed 320 homes in Phase I,” added Steve Buster.
